With reference to our earlier
correspondence about the Port enquiry in
Hong Kong we saw Rowley on the 12th, but
he was not prepared for family reasons to
give any undertaking at present that he
would be ready to accept an offer to
accompany Owen in September.
I might mention
also that he did not make a favourable
impression on Owen cr ourselves

ccurred to us that it might be better
hot to pursue our enquiries for a fully
qualified engineering expert of the
highest standing, but to arrange for a
suitable person with engineering qualifica-
tions to accompany Owen as an "Engineer
Secretary" or "Technical Assistant". He
himself was very attracted by the idea, and
felt that as it was essentially an
administrative investigation, he could
probably do better by having such a com-

panion and otherwise, the assistance of the
Hong Kong Port Engineer and other local
experts. Unless therefore you and
Spiller see particular objections to that
course we will put the proposal to the Hong
